The Planning and Zoning Department administers land use and development applications in the unincorporated areas of Grand County and ensures that the area develops in accordance with the County's General Plan and Land Use Code .
As Grand County continues to evolve, the department aims to guide development and community growth in positive ways, by engaging with citizens as well as our jurisdictional neighbors to craft a balanced vision for the future.
Long range planning efforts are ongoing, as well as immediate updates to the Land Use Code in order to ensure quality growth. Alternative Dwelling Overlay Rezone Request Process
The long awaited Alternative Dwelling Ordinance was approved on November 15th, 2022. The ADO is a pilot program providing workforce housing opportunities by permitting Alternative Dwelling Communities/Long-Term Camp Parks as a Special Purpose Overlay District. The ADO District would provide a sanitary, regulated and environmentally responsible living situation for residents who choose to live in their RV’s, Trailers, or other types of Alternative Dwellings throughout the Moab Valley.

Short-Term Rental Complaint Portal
If a home in your area is being rented as a vacation rental (or other type of rental for less than 30 days at a time), click here to file a complaint if they are exceeding noise expectations, parking, garbage, or other issues.
Appeal Authority
Grand County utilizes a single Hearing Officer to serve as its land use appeal authority on an as-needed basis. The Hearing Officer provides quasi-judicial review of administrative land use appeals and variance requests.
UPDATE regarding public meetings and public hearings in Grand County
All public meetings and public hearings will occur in person at the County Commission Chambers at 125 E. Center St. AND via a Virtual Meeting format (Zoom). Each meeting agenda provides a link for the meeting or call-in information for members of the public to provide oral comment during the meeting. Follow the link to locate agendas for upcoming meetings at https://www.grandcountyutah.Members of the public may submit written comments anytime in advance of the meetings through the Comment Portal.
