1. Introduction Grand County, Utah, is seeking proposals from qualified contractors to develop a comprehensive Emergency Operations Plan (EOP) for the county. The EOP will serve as a crucial framework to enhance the county's preparedness and response capabilities during natural and man-made emergencies and disasters. We invite experienced contractors to submit proposals to fulfill this important project. 2. Background Grand County and the incorporated communities that lie within the county boundaries are vulnerable to natural, technological, and manmade hazards that have the potential of causing serious threats to health, welfare, and security of its residents. The development of a comprehensive EOP is vital to ensuring the safety and well-being of our residents, visitors, and local resources. The EOP will align with state and federal emergency management guidelines, including the National Incident Management System (NIMS) and the Incident Command System (ICS). 3. Scope of Work The selected contractor will be responsible for the following tasks: - Utilize the comprehensive needs assessment included in the most recent update of the Hazard Mitigation Plan to develop a plan to meet the specific needs of Grand County, Utah
- Engage with key stakeholders, including county agencies, city agencies, law enforcement, fire departments, healthcare facilities, schools, community organizations, and tribal entities.
- Develop a detailed EOP that includes all necessary components, such as the executive summary, purpose and scope, concept of operations, roles and responsibilities, procedures, resource management, communications plan, evacuation and sheltering plans, recovery and restoration procedures, and appendices.
- Facilitate a review and approval process, including obtaining formal approval from the county government.
- Design and conduct training programs and exercises to ensure that all relevant personnel are proficient in the EOP.
- Provide evaluations and analysis of exercise results, identifying areas for improvement.
- Establish a schedule for regular plan reviews and updates to ensure its continued relevance and effectiveness.

5. Evaluation Criteria Proposals will be evaluated based on the following criteria: ? Experience and expertise in emergency management and plan development. ? Understanding of Grand County's specific needs and challenges. ? Proposed approach and methodology. ? Cost-effectiveness. ? Availability to commence work promptly. 6. Selection Committee 1) Grand County Emergency Management Director 2) Grand County Clerk/Auditor 3) County Administrator Proposals will be reviewed and considered by the selection committee after the submission deadline, Tuesday, September 26th at 1:00 p.m. After initial proposal review, further discussions may be conducted, and revisions of the proposals allowed with a final award of the contracts on October 4th, 2023 7. Contract Award The contract will be awarded to the contractor whose proposal best meets the county's requirements and offers the most cost-effective solution. Grand County reserves the right to reject any or all proposals and to negotiate changes in the scope of work or budget with the selected contractor. It is anticipated that the final award of the contracts will be made no sooner than October 4th, 2023. 8. Submittal Instructions and Deadline Send one (1) copy of the proposal to the Grand County Clerk-Auditor’s Office at 125 East Center St., Moab, Utah 84532 no later than 1:00 p.m. September 26th, 2023. The sealed envelope must be labeled with the submitter’s contact information and labeled “Emergency Operations Plan Development.” Proposals may also be submitted by emailing all required information to cphillips@grandcountysheriff.org with the subject line titled “Emergency Operations Plan Development.” Proposals submitted via email will not be reviewed until after the submission deadline. 9.
