With the goal of supporting and expanding current businesses and stimulating new development that complements existing commercial activities in the Moab Area, Grand County is exploring the creation of a business incentive program (BIP). The BIP, in conjunction with other ongoing planning and policymaking projects like small area plans and community reinvestment areas (CRAs), will make Moab an attractive place to start and expand businesses and will give the County the means to target desired industries.
In addition to development incentives, the County is interested in exploring the creation of a low-interest revolving loan fund, tax abatements, competitive grant programs, and other programs the consultant finds beneficial and appropriate for Moab’s market. The BIP will explicitly communicate to the development and business communities that Grand County is a partner in the maturation and diversification of its economy because a diversified economy supports a resilient community.
Thus, Grand County is soliciting bids from consultants to complete a market analysis to provide recommendations for appropriate business incentives for the Moab Area.
This Request for Proposals is intended to solicit competitive responses for performing a market analysis and feasibility study to develop a business incentive program appropriate for the Moab Area. The selected consultant is expected to provide a detailed list of programmatic recommendations suitable for adoption by the City of Moab and Grand County.
