Updated — April 4, 2026

Grand County remains committed to keeping the public informed as investigations continue. The County is still awaiting the final report from the independent investigation and will share the results with the public when a report is received. While it had hoped to receive a report earlier, the County remains hopeful that it will arrive soon.

In the meantime, the Utah Antidiscrimination and Labor Division (UALD) has completed its review of two of the state-level claims filed against the County. In both cases, following a thorough investigation, the Division found no reasonable cause and dismissed the charges. The findings and determination letters are matters of public record, and the County will continue to provide updates as additional state investigations are concluded.

Grand County appreciates the public's patience as these processes run their course and remains confident in the outcomes.

Grand County Reaffirms Commitment to Transparency and Respect During Independent Investigation

The first round of interviews in the independent investigation into allegations of workplace harassment began yesterday and continues today. County Administration emphasizes that while the process is underway, the County will remain silent on specifics until the investigation is complete.

The Administration's decision to withhold details is intentional. The County does not want to shape or steer the findings of an independent process that must remain free from outside pressure. Second, the County is balancing transparency with its duty as an employer. While current and former employees, as well as their legal representative, may choose to share their experiences publicly, the County will not release information that could compromise the dignity or privacy of current or former staff members.

“This is a conscious choice,” explained County Administrator Mark Tyner, “and one we believe reflects our responsibility to provide a respectful, safe workplace by protecting individuals’ privacy while also maintaining public trust.”

Grand County reiterates that updates will be shared once the investigation’s findings are available. In the meantime, the County points to  standing policies and training requirements, outlined in the public statement from their legal counsel shared previously:

"Grand County is an equal opportunity employer with policies that strictly prohibit discrimination and harassment in the workplace. The County mandates standardized Workplace Harassment Fundamentals training for all employees and Commission members and maintains reporting systems designed both to address any such allegations and to protect employees from retaliation if they raise concerns.

During this administration, the County has not received any internal complaints of unlawful harassment or discrimination under its reporting policies, nor has it received any charges from the Equal Employment Opportunity Commission or the Utah Antidiscrimination and Labor Division. The first time the County became aware of any such allegations was when a single Commissioner raised them in a public meeting. This was followed by a “Notice of Claim”, which the claimants and their counsel released publicly at the same time it was sent to the County.

The County categorically denies the allegations in that notice. Nonetheless, to maintain the confidence of both its employees and the public, the County has initiated a full and independent investigation. We are confident that the results will demonstrate the allegations to be without merit. Should a lawsuit be filed, the County will vigorously defend itself."
