The Application Complete Date pertains to the date that planning staff issued a "letter of completeness," indicating that the applicant has submitted all materials necessary so that Planning staff can begin to process the application. It is NOT approval. "Initial completeness review," indicates that we are still in the process of determining whether the application is complete or not.
