Business Licenses

Important: If your business is located within Moab City or Town of Castle Valley limits, you will need to apply for a license through that agency. 

GRAND COUNTY BUSINESS LICENSES ARE NOT TRANSFERABLE BY LOCATION. 
Licensed businesses that move locations must reapply for a business license at their new location.

  1. HOW TO RENEW

Obtaining a new business license is a 3-part process.  If you have any questions about the information below, please call us at (435) 259-1321 ext. 3, and one of our friendly staff members will be happy to help.

1. Fill out the application

Please note: Additional documents may be required at the time of application. Review these closely on the application cover page at the link above, and reach out to us with any questions at business@grandcountyutah.gov

2. Department review

Your application will be sent for review to the following entities:
   1) Grand County Planning & Zoning Department
   2) Grand County Building Department
   3) Grand County Code Enforcement (Dark Skies Compliance) 
   4) Moab Valley Fire Department
   5) Southeast Utah Health Department

Entities may require inspection or supplemental information before signing off. 

3. Payment

After the Clerk's office has reviewed your application and received all required department sign-offs, we will let you know the fee amount due to issue your license. We accept cash, check, credit card, or eCheck. Note: There is an additional 2.5% transaction fee for credit cards ($1.50 minimum), or a $0.75 fee for using an eCheck.

You may pay for your license in person at the Grand County Clerk's Office during our regular business hours, over the phone using your credit card, or you may send a check by mail.  (See the right-hand column for contact information and office hours).

Once payment is received, your license is active!  We will issue your license in person or by mail. New licenses are valid through January 31st of the following year.

Fees

Regular business licenses are $100 per year at renewal. New license purchases are prorated quarterly, as follows:

  • Jan 01 - Mar 31: $100
  • Apr 01 - Jun 30: $75
  • Jul 01 - Sep 30: $50
  • Oct 01 - Dec 31: $25

Overnight Accommodations Overlay Permit Fee

Applications for Overnight Accommodation Businesses (or nightly rentals) use the same application as above. A different business license number is required for each nightly rental. A $500.00, one-time Overnight Accommodations Overlay (OAO) permit fee will be assessed by the Planning & Zoning Department for nightly rental properties that are within an OAO district, but have not previously been operated as a nightly rental. Home Businesses

Home Business licenses are free to apply for and renew.  A Home Business is conducted entirely within a residential dwelling or its accessory structures. It is typically small in scale and secondary to the residential use of the property. Home Businesses should be conducted with little to no impact on the neighbors. Examples of Home Businesses include: at-home salons, freelance services, tutoring, crafts and handmade goods, etc. 

A home business must meet the definition of "home business" in Title 5 to qualify.


Exempt Businesses

Some businesses may be exempt from needing a Grand County business license as outlined in Title 5 , or Utah State Code. Examples include: 

  • Businesses operated only occasionally by someone under 18 years of age
  • If you are already licensed by Moab City or the Town of Castle Valley  and do not have a physical location in unincorporated Grand County (in most cases). 
  • Long-term rental properties
  • Certain mobile businesses that are already licensed in Utah (See Utah Code Chapter 11-56)
  • Certain construction trades that are already licensed in Utah (See Utah Code § 58-55-301)
